Into this:
First let's duplicate the base of the Mischa picture and set it to hardlight at 100% opacity.
Then, make a new raster layer and fill it with the color #74B1AF. Or copy and paste this:
Set that to softlight at 100% opacity.
Your layer palette should look like this:
Now, you can either make your own gradient or use this one. It's really easy to make this gradient. Just use the color black and pink. If you don't know how to make your own gradients, click here.
Set that gradient to lighten at 100% opacity.
Now make a new raster layer and fill it with the color #F8F77A. Or copy and paste this:
Set it to burn at 18% opacity.
Your layer palette should now look like this:
Now you can go to layers>merge visible. After everything is merged duplicate your base then go to adjust>sharpness and select sharpen
Then set the duplicated layer to 58 and merge them again. Your picture is now more clearer and sharpened better.
Now for an extra touch you can add a color bubble (learn how to by clicking here). I used the color #0B3C51. And I added text and 4px white borders then a 1px #b7b7b7 color border to finish it off.
And viola! You're all done :)
