01 Duplicate the base. Go to adjust > blur > gaussian blur and set the blur to 21.78
02 Duplicate the base layer, drag it to the top and set it to Screen
03 Duplicate the base layer, drag it to the top and then go to adjust > hue and saturation > colorize and set your settings like mine:

Now set that layer to Overlay at 52%.
04 Duplicate the base layer, drag it to the top and set it to Overlay.
05 Make a new raster layer. Fill it with the color black and set it to Saturation (L) and set it to 34%.
