First we will begin by duplicating the original picture and then going to Adjust > Hue and Saturation > Hue/Saturation/Lightness
Once you get there, match your settings to mine:
Repeat this step on the same layer. So basically after you've done this 2 times, your image will look very saturated, like this:

After you've done that, make a new raster layer (Layers > New Raster Layer), fill it with the color #17FFE6 and set it to Darken at 32%.
Once you're done go back to the original image, duplicate it again, bring it to the top and set it to Screen at 52%. If you are confused, make sure your layer palette looks like this:
After that make another raster layer, fill it with the color #E78E01 and set it to Hard Light at 24%.
Duplicate the original base picture once again, drag it to the top of all the layers and set it to Luminance.
Make another raster layer, fill it with the color #17FFE6 and set it to Overlay at 8%.
Once you're all done with the coloring layers go to Layers > New Adjustment Layers > Color Balance
then match your settings to mine:
