First take the base and duplicate it once. Desaturate it using your desaturation tool (right click to desaturate)

Set the duplicated layer to screen at 70% opacity.
After that take the base, duplicate it, and drag it to the top of all layers and set it to soft light at 100%.
Make a new raster layer, fill it with the color #1E72FC and set it to exclusion at 10%.
Make another new raster layer, fill it with the color #DCB286 and set it to multiply at 10%
Take the base and duplicate it, drag it to the top and set it to soft light at 100%.
Make a new raster layer, fill it with the color #DD85C5 and set it to hard light at 100%.
Take the base layer, duplicate it, and drag it to the top and set it to luminance (L) at 100%.

Now just add a 4px white border and a 1px grey border and some text and you're done!
