Steps

  • First we're going to duplicate the base picture. After that go to Layers > New Adjustment Layer > Hue/Saturation/Lightness
  • Match your settings to mine:
  • Duplicate the base and drag it to the top. Set that layer to Luminance at 72%. Your layer palette should now look like this:
  • After you've finished, make a new raster layer, fill it with the color #20CEFA and set it to Overlay at 34%.
  • Duplicate the original base, drag it to the top and then go to Effects > Texture Effects > Blinds. This will create the subtle line effect going on in the picture.
  • Match your settings to mine:

    Set that layer to Darken at 100%.
  • Take the original base picture, drag it to the top and then set the layer to Lighten at 28%. This makes the picture more even and balances out the picture and the line effect.
  • Make a new raster layer, fill it with the color #FBC51F and set it to Multiply at 6% and you're all done! Your layer palette should look like this:
