Steps

  • Make a new raster layer. Fill it with the color #2FD9FD and set it to Screen.
  • Duplicate the base picture, drag it to the top and set it to Overlay.
  • Duplicate the base picture, drag it to the top and set it to Soft Light.
    • Duplicate the base picture, drag it to the top and go to Adjust > Brightness and Contrast > Gamma Correction and match your settings to mine:

    You might need to uncheck the LINK option to correctly manage all the numbers. Once you're done, set this layer to Burn at 76%.
  • Duplicate the Gamma layer (the one you just set to burn) and change the layer settings to Hard Light at 8%.
