01 First take the picture and duplicate it.
02 Now go to Adjust > Hue and Saturation > Colorize. Match your settings to mine:

03 Now set the green layer to Lighten
04 After that, duplicate your base layer, drag it to the top and set it to saturation. Your layer palette should look like this:

05 Make a new raster layer - fill it with the color #B0005B and set it to lighten.
06 Now take the base layer, duplicate it, and bring it to the top. Set it to Luminance (L)
Viola! You're all done. Just add a border and some text to make it look nicer.
