This is a continuation off the beginning blending tutorial. I will be using my finished blend that I've created with this tutorial.

Now, first we must add a nice blur to the picture. Duplicate the merged blend, then go to adjust>blur>gaussian blur.
After that, set the blur to 2 and then set the raster layer to SCREEN (if you dont know how to do this, learn by clicking here. )

Now, when you finish adding a nice blur to it, it should look like this:


Now, you can duplicate the MERGED blend (the original one) and then go to ADJUST>hue and saturation>colorize (set as my settings)


The picture should be a blue-ish color. Now set the layer to SCREEN, to give it a better look.


Go back to the top blurred layer you recently blurred in the last steps. Select the layer, then go to adjust>brightness and contrast>brightness/contrast and then match your settings to mine.
