We will begin by duplicating the picture and then going to Adjust > Hue and Saturation > Colorize. Then match your settings to mine:
Now set the colorized layer to Hard Light at 44% opacity.
Once you're done with that, go back to the base picture and duplicate it. Then go back to Adjust > Hue and Saturation > Colorize once again. This time we will be using a different color:
Once you've done that, go to Adjust > Blur > Gaussian Blur and match your settings to mine:
After you've done that, set that layer to Hard Light. If you're confused, your layer palette should look like this:
