Line Effect
I'm going to be using this picture:
Now we're going to add the pattern. You must first make a new raster layer by going to Layers > New Raster Layer.
After that click on your material palette
And then go to the tab that says Pattern and select the pattern of your choice (a scanline pattern). You might need to look around some good websites for some useable patterns (I have some up for download).
Once you've done that take your fill tool and fill your raster layer with the pattern and set the layer to Overlay.
If you wanted to you could also use the Eraser tool to erase parts of Kristen's face & body and get rid of the lines. But that's if you wanted to!
Another way you could do this is by duplicating your picture and going to effects > texture effects > blinds and then matching your settings to mine:
After you do this, simply change that raster layer to something like Overlay or Softlight and you have the same effect, but you can choose it to be vertical or horizontal!
