Motion Blur

For this tutorial I will be using the following picture:


Begin by going to Adjust > Blur > Motion Blur.

Now match your settings to mine:


Once we're done with that, set that layer to Overlay. After that, duplicate your base (the original picture), drag it to the top of your layers and re-apply the motion blur like the last step. But instead of setting the layer to Overlay, we will now set it to Screen. So now your layer palette should look like this:


And your picture should now look like this:


What you could do is use your Eraser tool to erase the motion blur out of her face and body. But make sure you erase from both layers! A good eraser setting for this would be the following:


I decided to erase the motion blur away from her face and body and this is what I got:
