I will be using this picture:


First start out by duplicating your picture. To do this go to Layers > Duplicate.
After it's been duplicated go to Effects > Distortion Effects > Pixelate.


Now set the Block Width to 44 and then press okay.


After that set your duplicated layer to Soft Light


And you're all done!
