Posterize

I will be using this picture:

First, go to Effects > Artistic Effects > Posterize

Depending on how posterized you want it, you might want to play around with the numbers. Setting the level to 2 will make it look somewhat punky like this:

While setting it to 4 will make it look vector-like:
