Shine Effect
I will be using this picture:
Duplicate your layer by going to Layers > Duplicate.
Now once you've done that, go to Adjust > Brightness and Contrast > Threshold.
Set the threshold amount to 128 and then press okay.
After that go to Adjust > Blur > Guassian Blur and then set it to 5.00.
Once you're done set the duplicated layer to Soft Light (or Hardlight/Overlay - whichever you prefer) and you're all done!
