Steps
First duplicate your base. Layer > Duplicate layer
Start by going to Filter > Artistic > Fresco. Match your settings to mine:
While staying on the same layer go to Filter > Noise > Add Noise. Match your settings to mine:
Staying again on the same layer, go to Filter > Pixelate > Fragment
Set your new layer to Lighten. Your picture should look like this now:
Now we need to make the picture a bit more contrasted. To do this go to Layers > New Adjustment Layer > Color Balance and match your settings to mine:
Go back to your base (original) picture and duplicate it. Drag it to the top and then go to Filter > Distort > Spherize and match your settings to mine:
Set this layer to Lighten
To pull the image together we need to color it better. Go to Layers > Adjustment Layers > Color Balance and match your settings to mine:
Set this finished layer to Darker Color!
And you're all done!
