Steps

• First go to Filter > Distort > Lens Correction. In changing the perspective, the picture becomes more interesting. Change your settings to mine:
  
• Now we want to make the picture look slightly vectored, but not too much. Go to Artistic > Filter > Cutout and change your settings to mine:
  
  Set this layer to Lighten
• Go to Layer > New Adjustment Layer > Color Balance and match your settings to mine:
  Midtones
  
  Shadows
  
• For the final coloring, go to Layers > New Adjustment Layer > Channel Mixer
  
  
  
• And viola! You're all done!
