We will start off the tutorial using this picture:

Duplicate the picture, then set your foreground and background color to #00e9f8 and white accordingly. These colors will be used in the neon effect.

After you've fixed your colors, continue on to Filters > Artistic > Neon Glow and match your settings to mine:

Set your now neon blue layer to Color Dodge at 52%.

Then duplicate your base picture, drag it to the top and set it to Screen. And you're all done!
