Steps
- Duplicate your base. Then go to Filter > Brush Strokes > Spatter and match your settings to mine:
- After that get out your eraser tool and select any default round brush. Match your brush settings to mine:
- Now erase random parts of the picture. You can erase in areas that you think make the image look appealing. I usually keep spatter on the edges of the picture because it makes the picture look interesting. Mine looks like this:
- Go to Layer > New Adjustment Layer > Selective Color and match your settings to mine:

- Make a new raster layer. Fill it with the color #ECA2C9 and set it to Color Dodge at 63% opacity.
- Duplicate the base picture and drag it to the top. Set it to Overlay at 40% opacity.
- Go to Layer > New Adjustment Layer > Hue/Saturation
and match your settings to mine:
